Re-advertisement of contract number: Q07-2024-25. Quotations are hereby invited for the following: Appoint a consultant to render environmental services at city landfill sites for the Environment and Agriculture Management Department. Scope of works: The professional services and scope required comprise of disciplines from Environmental Management, Geohydrologist"s and related studies. The consultant will be required to perform, amongst others, the following duties: 1. Water Quality and Leachate Monitoring: a. Bi-annual groundwater and surface water monitoring as described in the Minimum Requirements issued by the Department of Water and Environmental Affairs (DWEA), should be conducted at the end of the dry (September) and wet (April) seasons respectively, b. Reports on the existing groundwater and leachate monitoring must be submitted after each monitoring period and the report will be submitted to DWA, GDARD and the City within 30 days from the date on which the consultant finalized the assessment, c. Study all existing sampling reports to build up a continuous trend of current as well as future results relating to the ground water, surface water and leachate monitoring, d. Provide recommendations on additional borehole requirements as well as leachate monitoring systems at all landfill sites, e. Each individual sites should be reported separately in terms of the following main points: Number and condition of monitoring points, Ground and surface water chemistry, Recommendations for further work, 10 x Hard copies of the report required, Electronic version (on USB X10) of report required, 2. Air Quality Monitoring: a) Conduct an investigation on the dispersion of landfill gas (methane, VOC, H2S), landfill odour, dust and other air quality variables: • Samplers for Methane, VOC, H2S (8 samples for each gas per site), • Dust monitoring (to cover 8 sampling points per landfill site) to be conducted twice per year for 30 days each cycle, b) Provide recommendations to be taken to address these nuisances, c) Reports on the air quality monitoring will be submitted to GDARD and the City within 30 days from the date on which the external auditor finalized the assessment, d) Each individual sites should be reported separately in terms of the following main points: Number and condition of monitoring points, Air quality chemistry and dispersion model and trends, Recommendations for improvement, 10 x Hard copies of the report required, Electronic version (on USB x10) of report required, 3. Airspace Assessment: a. Compile the waste volume survey and project the remaining useful lifespan for each site, b. Present data on the type of waste disposed per site and the footprint of the area turned versus the remaining undeveloped cells per landfill site, c. Present the airspace assessment for each site under study and indicate the expected year of decommissioning for each site, d. Present the topographical surveys as well as the electronic models and drawings illustrating the design layout of the permitted future shape of the landfill site, e. Provide detailed report on landfill buffer zone encroachment and schematic presentation of the areas affected, f. Reports on the airspace assessment must be submitted to the City within 30 days and it will be submitted to GDARD from the date on which the consultant finalized the assessment, g. Each individual sites should be reported separately and copies of the report must be provided as follows: 10 x Hard Copies of the report required, Electronic version (on USB x10) of report required, 4. Landfill Provision: a. Compile a landfill provision report with calculations for the City’s ten (10) landfill sites, b. Report must contain provisioning for present and future value liabilities for rehabilitation, maintenance and monitoring of the sites under survey, c. Landfill provisioning report to be prepared for the financial year in review (2023/24), d. Reports on the landfill provision quantum will be reviewed by AGSA during 2023/24 audit cycle, e. Each individual sites should be reported separately, and copies of the report must be provided as follows: 10 x Hard Copies of the report required, Electronic version (on USB x10) of report required, 5. Environmental Audits: a. Compile an audit report documenting the findings of the audit, b. Establish whether the conditions of the permit are adhered to, c. Specify non-compliances identified and rectified prior to the audit, d. Interpretation of all available data regarding the operation of the facility, e. Present monitoring data graphically and outline trend analysis variations, f. Specify target dates for the implementation of the recommendations to achieve compliance, g. Reports on the external environmental audit must be submitted to the City within 30 days and it will be submitted to GDARD, h.
