Proposals are hereby requested for the assessment of Safely Managed Sanitation (SMS) status in Namibia. Scope of Work: The consultant will provide technical assistance to the Ministry of Agriculture, Water and Land Reform (MAWLR) to undertake formative research to establish the status of Safely Managed On-Site Sanitation (SMOSS) systems across the country. Also, the status of safe fecal containment"s, emptying, transportation, treatment, and reuse/disposal using the lenses of Sanitation for All (SWA) building blocks namely, policy, institutional arrangements, financing, capacity development, monitoring and review will be assessed. The overarching objective is to inform and develop regulations and monitoring system to facilitate shift from open defecation to SMS with the integration of climate resilience. Objectives: • To examine the current patterns of institutional and household use of a sanitation facilities and emptying of on-si sanitation facilities in both rural and urban settings, • To examine on-site sanitation service chain, to identify major risks and challenges, including risks to users and workers, • To develop indicators to track the entire sanitation chain, (containment, transport, treatment, reuse/disposal), • To conduct market assessment to understand on-site service provider/operators and opportunity landscape, • Benchmark the current state of sanitation regulation against global best practices on regulation and include appropriate case studies as appropriate in the context of Namibia, • To develop validated recommendations to accelerate SMS uptake in Namibia based on findings.
