Quotations are hereby invited for a service provider to offer the services of stray animals impound in Richmond Town. Scope of Work: Impounding of animals, the Pound keeper shall: - Provide human resources to provide pound keeper services; - Detain and impound animals found trespassing on public and private land/place; - Detain and impound animals found straying in a public road or public place; - Remove animals found straying in a public road or public place; - Transport animals found straying in a public place or road; - Keep a logbook for impounding and transportation of impounded animals; - Provide security services at the pound to the satisfaction of the municipality; - Required to patrol hot spots identified by the municipality and submit a logbook to that effect on monthly basis; Receiving of animals at the animal pound: The Pound keeper shall: - Receive the animals at the animal pound; - Mark animals received at the animal pound; - Record animals received at the pound in a register; - Keep a daily register of impounded animals; - Attend to complaints related to straying and trespassing animals; - Record and keep a daily register of sick impounded animals; - Feed animals impounded at the animal pound; - Provide water to impounded animals at the pound; - Provide veterinary services where and when required to impounded animals; - Provide maintenance at the pound; - Furnish a person delivering the animals with a receipt reflecting his or her name, description of animals, date, time, capacity in which he/she impounded animals, permanent residential address, time and place of impounding; Release of animals: The Pound keeper shall: - Release animals to any person after having satisfied himself/herself the person is the owner of the impounded animal; - Release animals after the pound fees have been paid as prescribed by the Pound Master; - Release animals after veterinary expenses incurred have been paid; - Release animals after transportation fees incurred have been paid; - Release animals after the fines issued are paid to the municipality; Disposal of animals: The Pound keeper shall: - Sell by public auction animals which have not been claimed as per the provisions of the KwaZulu-Natal Pound Act No. 3 of 2006; - Advertise the sale of impounded animals by placing a public notice on notice boards, local newspapers and notice board at the entrance gate at the pound; - Ensure that all proceeds from the auction are paid into the Municipal Revenue Account; - Destroy impounded animals if for any reason is unable to sell animals and is of the opinion that the animal is dangerous, vicious, diseased or severely ill. Destroy animals subject to any law relating to the protection of animals; Reporting: - The Pound keeper shall submit a monthly report to the municipality; - Monthly report shall be submitted in a template/format agreed to by the municipality and the pound keeper; Public Consultation and Skills Transfer: - The Service provider is to set up meeting with the community and inform the community on the processes of the pounding and all the regularities involved including financial implications; - Transfer of skills on how to handle their animals in order to avoid the impound; Service Management: The day to day management of the pound-keeper services shall be the responsibility of the service provider.
