Proposals are hereby invited for the following: Clothing, textile, leather and footwear sector development programme to be implemented over a three-year period. Scope of work The project will be known as the Clothing, Textiles, Leather and Footwear Sector Development Programme. It will focus on the provision of skills and training including job placement, entrepreneurship and market access, to be implemented over the period of 3 years. • The Skills Development and Job Placement programme should enable trainees to become entrepreneurs and/or employable by industry in order to improve and transform the lives of individuals and the sector performance at large. The skills programme will provide a National Certificate in Clothing, Textile, Footwear, and Leather Manufacturing Processes offered at NQF level 2. This certification aims to empower young individuals with the necessary skills, knowledge, and values to actively engage in workplace activities within the Clothing, Textile, Footwear, and Leather (CTFL) manufacturing industries. The youth achieving this certificate will be able to contribute to CTFL manufacturing processes by: - Monitoring the manufacturing/production process and the quality of production; - Understanding their role in the business, i.e., in production and related activities; - Perform simple to complex manufacturing / production operations. Upon successful completion of the skills programme, participants will have the opportunity to be placed in enterprises dedicated to manufacturing clothing and textile projects. This practical aspect of the program is designed to bridge the gap between theoretical learning and real-world application. By entering these enterprises, the youth will gain hands-on experience, further refining their skills and applying the knowledge acquired during the program. This experiential placement not only enhances their understanding of the industry but also prepares them for effective and productive contributions to the clothing and textile manufacturing sector. This programme will target 50 unemployed youth residing in the township areas within Tshwane corridor and the implementation of this programme will be during the 2024/25 financial year; • The Entrepreneurship programme will be implemented during 2025/26. It will identify 30 entrepreneurs, equip them to be globally competitive in order to produce and supply textile and leather niche products. • In 2026/27 financial year, the Market Access programme will focus on getting the byin from both the private and the public sector in order to procure from the equipped and globally competitive entrepreneurs.
