Extension of closing date. Proposals are hereby invited for the following: supply and installation of a fleet tracking and monitoring system for a contract period of 36 months. The scope of work includes and addresses the following: 1. Driver Identification: a. Prevent the vehicle from starting if driver is not authorized to drive the vehicle and/or if not in their Code Class; b. Users/supervisor to have the ability to authorize from a secure web-based platform; 2. The system should allow authorize users to prevent the vehicle from starting/immobilize the vehicle at any given time; 3. Each vehicle should be fitted with an assist button which is linked to a 24/7/365 control room; 4. All exception notifications must be sent to key personal like Supervisors and Fleet Controllers; 5. List available exception notifications; 6. Fleet tracking and monitoring platform should be securely hosted and web-based with the option to host at Bloem Water; 7. The supplier shall provide software maintenance and upgrades for the duration of the contract; 8. All data to be securely stored by the supplier for the duration of the contract, thereafter data will be transferred to the Bloem Water server; 9. Users should have access to track and trace vehicle via a mobile app, including Android and IOS; 10. The supplier shall provide 24/7/365 Stolen Vehicle Recovery within South Africa and neighboring countries. a. Cross border tracking; 11. The system should be able to poll any vehicle at any given time; 12. Vehicle reporting intervals should be no more than 30 seconds; 13. Operating areas: a. Unlimited geo-zones; b. Notifications on entering and leaving these geo-zones; 14. Bloem Water requires an automated daily health check on all vehicles and device status as well as an response on devices not reporting; 15. Notifications on any tampering and unauthorized usages. User should have access to immobilize these vehicles if need be; 16.
