Quotations are hereby invited for the following: Appointment of a professional service provider to support supply chain management on an adhoc basis and other support services for a period of three (3) months. Scope: The purpose of this request is to source the services of a suitably qualified service provider with the required capacity, experience, competencies, and expertise to administer bids from drafting of Terms of Reference to awarding of bids, provide SCM with strategic advice and assist and support SCM as and when required. The service provider must have, or be able to, provide the requisite expertise CETA may require. At a minimum, the team must consist of 5 (five) individuals comprising of a team leader or project manager, SCM specialists, and SCM secretariat. The service providers are required to provide these services for a period of three (3) months. CETA expects the prospective service provider to assist with the administration of tender processes from drafting of Terms of Reference to awarding of bids, provide SCM with expert advice and assist and support SCM as and when required. CETA is cognizant of the fact that there may be no single service provider who would have expertise in all areas, however, each bidder is expected to co-source expertise as and when required. The successful service provider may be expected to assist with the following; • Writing specifications or Terms of Reference in consultation with the end user and responsible Executive, as well as advising the Bid Specification Committee and Bid Adjudication Committee; • Convene and manage bid evaluations, including the provision of secretariat services to the Bid Evaluation Committee; • Awarded or shortlisted service provider contract negotiations and finalization; • Advising on the adjudication of tenders, including providing secretariat services to the Bid Adjudication Committee. This may also include catching up on historically outstanding administrative matters; • Monitoring performance against procurement plan and/or other administrative functions. Secondment of resources when capacity is required in the SCM function; • Ensure that all procurement transactions are compliant with the CETA policies, the PFMA, PPPFA, PPPFA Regulations, Treasury Regulations, and BBBEE as well as any other relevant pieces of legislation.
