Quotations are hereby invited for the following: Appointment of a Service Provider to conduct a compliance review within the Supply Chain Management function at SITA. Scope: The bidder will be required to provide the following services: - Provide SITA with a methodology or framework that SITA can use to identify and manage irregular expenditure; - Conduct an audit of all the procurement transactions that were concluded in the CFY and those concluded in prior years whose resultant contracts have not expired in order to: a) Identify instances of irregular expenditure; b) Root causes of irregular expenditure; c) Identify inadequate and ineffective controls; d) Introduce enhanced preventative and detective controls; e) Complete value of irregular expenditure; and f) Propose remedial actions. - Make recommendations on consequence management, recovery of any losses and advise on the probability of condonation. - Prepare a report on irregular expenditure for the purpose of disclosing to National Treasury and the Auditor General.
