Proposals are hereby invited for the following: Consultancy services for conducting a study on the opportunity for a regional domestic market for oil and gas in the Five Regions of Africa. Scope: The follow up studies will be covering all five African regions as defined by the African Union. The consulting firm or a team of consultants shall work closely with AFREC to achieve the following key tasks for each region: a) To carry out an in-depth study of the oil and gas potential of the region under study, including reserves together with production rates and future forecast, contingent resources and ongoing exploration projects; b) Study the oil and gas infrastructure in the region including but not limited to pipeline availability and capacity, refinery availability and capacity, their life span and whether all the capacity is being utilized; c) Study the availability and potential opportunity for development of petrochemical industry in the region; d) Study the demand and supply landscape of the region to identify the respective source and market for the products; e) Study the oil and gas policies, laws and regulations of the Member States in the region with the view to identify legal frameworks that promote or hinder domestic utilization of oil and gas; f) Identify areas of synergy in the region through studying the strength and weaknesses of Members States to facilitate collaborative development, promotion and utilization of oil and gas including the associated infrastructure; g) Recommend a cooperation strategy that encourages regional collaboration among the member states and relevant institutions that is geared towards expanding domestic utilization of oil and gas with clear roadmap and action plan; h) Study the financing model used in the different countries in the region and propose the most applicable model for financing the oil and gas domestic market expansion; i) A clear illustration of the advantages and opportunities that come with expanding domestic market for oil and gas within the region with respect to regional energy security and just transition; j) Propose a realistic timeline for implementation of recommendations of the study in view of the development roadmap and action plan indicated in the AFREC 2022 report, divided into short, medium and long term. This study will include all the five African Regions with a focus on one region at a time as follows: i. Eastern Africa Region: Comoros, Djibouti, Eritrea, Ethiopia, Kenya, Madagascar, Mauritius, Rwanda, Seychelles, Somalia, South Sudan, Sudan, Tanzania, Uganda. ii. Southern Africa Region: Angola, Botswana, Malawi, Mozambique, Namibia, South Africa, Zambia, Zimbabwe, Eswatini, Lesotho; iii. Western Africa Region: Benin, Burkina Faso, Cabo Verde, Côte d’Ivoire, Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone, Togo; iv. Central Africa Region: Burundi, Cameroon, Central African Republic, Chad, Congo Republic, DR Congo, Equatorial Guinea, Gabon, Sao Tome and Principe; v.
