Es deckt sowohl die einzusetzenden Systeme ab, wie auch die geforderten Tätigkeiten und das inhaltliche Umfeld, in dem sich der Auftrag abspielt. Das Angebot ist zwar nicht das preislich günstigste, aber die fachliche Qualität überwiegt. Insgesamt umfasst das siegreiche Angebot das beste Preis/Leistungs-Verhältnis.
